The images and characters you see above in my marquee (above) were all downloaded from various sites.  Once I had the images, I designed the marquee using PrintMaster software in banner mode.

Once I had my design made in PrintMaster, I printed two copies.  Each copy consisted of three pages, taped side by side, then laid on top of each other.  I double-layered it so the fluorescent bulb wouldn't show through the black portion of the marquee.  Next, I positioned what I had printed between two pieces of Plexiglas which was then screwed together, and positioned into the marquee slot.
